Quinn budget to mean painful choices for Illinois

Governor Quinn will deliver his budget address noon Wednesday.

SPRINGFIELD, Ill. (AP) _ Governor Quinn plans to propose a budget that would keep Illinois government afloat mostly by borrowing money and letting bills go unpaid. But his aides hinted Tuesday that Quinn might also discuss raising taxes as an alternative. The Democratic governor delivers his budget address at noon Wednesday. In the past, he has embraced income taxes as part of closing a $13 billion deficit. But when Quinn aides briefed legislators and reporters, they said Quinn's budget doesn't include a tax increase.
